This idea is a bit clumsy to use given you can’t change or update creation times for links, you just have to make a new one to start over. Of course you could make changes in the database, but like I said, clumsy.
Redeeming value? It will work perfectly well in a page or column template as long as you use it in a link form with linklist, instead of embedding a link within an article form (which requires an article tag to call).
It would be nice if dates and times could be set for links the same way they are for articles, perhaps a feature request?

In any case ras_enable_links and ras_disable_links are contained in this plugin, usage example to follow.

One drawback with linklist is that it wraps the entire form with what you set as the wraptag and break, if ras_enable_links disqualifies the link, the break tags are still generated with empty contents in the source.
Manually wrapping linklist as a textpattern tag and including your break tags in your link form, (thus) http://codevillain.com/article/33/example-enable_links ,avoids this, and the defaults with linklist are blank for wraptag and break.
